Step-by-Step Application Guide

1. Verify student eligibility: Mississippi resident, active IEP within past 3 years (IDEA-eligible disability). 2. Access standard application on MDE ESA webpage (mdek12.org/specialeducation/esa). 3. Gather required documents: current IEP documentation, proof of MS residency, student birth certificate. 4. Complete and submit application. 5. If funding available, receive approval notification. If cap reached, placed on waitlist. 6. Once approved, purchase approved educational expenses. 7. Submit receipts to MDE for reimbursement. 8. Automatic renewal - no need to reapply annually if student remains outside public school system.

Reporting Requirements

Submit receipts for all educational expenses to MDE for reimbursement. Technology purchases require written verification from licensed professional that items essential for IEP goals. Upon program exit, computer hardware/software/technology must be donated to public school or public library. Cannot use ESA simultaneously with Dyslexia Therapy Scholarship or Nate Rogers Scholarship.

Renewal Process

Automatic renewal - participating parents do not need to reapply for funding if students remain outside public school system and maintain IEP eligibility.

Recent Legislative Update
2015 Legislature enacted Equal Opportunity for Students with Special Needs Act. Initial 500-student cap (2015-2016) with 500 additional students annually. Initial award: $6,500 (2015-2016). HB 42 (June 2025) increased funding $3M to $5M. May 2025 appropriation sufficient to cover entire waitlist. 2025 legislation (HB1078, SB2601) proposes removing enrollment cap.
